Wastewater - Collection Systems (Operator-in-training) or (Certified Operator)Salary: $49,920.00 - $57,990.40Apply at: Ensures that the City s sanitary sewer collection system provides uninterrupted service to all customers. This is accomplished by working closely with the Collection System Lead worker in coordinating daily tasks associated with the operation and maintenance of the sanitary sewer collection system and by ensuring that these tasks are completed in a timely manner. The essential job functions of this position can and will vary depending upon tasks and projects assigned. This position will be open until filled with a first application review date of August 31, 2022. Essential Job FunctionsInspects, maintains, repairs, and operates pumping stations, metering stations, and general collection system infrastructure.Assists Public Works with Snow Removal Operations. Operate snow plow trucks and snow removal equipment during snow removal operations for the City Street Department. Snow plow shifts may be assigned, which may include week nights and weekends and will be expected to assist the City Street Department with snow removal operations as needed.Views the SCADA system daily and analyzes pump station data.Assist other departments, if needed, for hydro excavating and/or pipeline cleaning. Data entry of work done each day in GIS and/or Preventative maintenance program.Organization and knowledge of sewer construction schedules and associated coordination with contractors for any sewer related activities.Responds to and troubleshoots pump station alarms.Responds to sewer locate requests. Responds to sanitary collection system complaints.Uses equipment to clean and clear sanitary collection system lines of debris and roots. Flushes/cleans the sanitary collection system lines using jet rodder truck. Removes manhole covers and inlet grates. Cleans dirt, sand, sediment, trash and debris from sanitary collection system lines and inlets using hand tools, pumps, and mechanical equipment. Cuts grass, shovels snow, and paints.Performs plant repairs and maintains buildings and grounds.Collects samples at industries as required.Performs flow monitoring duties in the collection system.Ability to operate sewer jet/vacuum truck and camera truck.Ability to operator portable generators and portable trash pumps.Performs maintenance and inspection of liftstation wet wells.Performs maintenance and operation checks of stationary backup generation units at liftstations.The position inspects the sanitary lift stations and assists in daily maintenance. Inspects the pumping equipment and gauges to ensure that they are functioning properly. Performs preventative maintenance on the pumps and related equipment including; oiling and greasing, cleaning and replacing gaskets and lubricating the various mechanism and mechanical seals.Makes minor repair to the pumps and related equipment. In addition, electrical and mechanical repairs are made and some fabrication may also be performed.Performs maintenance of the sanitary sewer lines: repair and replace damaged sewer lines; cleaning and unclogging the lines; rebuild manholes; responding to service requests and/or complaints; televising the transmission lines and keeping records of work including footages and repairs; drawing section maps of sewer lines; and locating points of inflow and infiltration.Provides Wastewater Director and Collection System Lead with a list of repairs and supplies needed for street reconstruction and repaving projects. This involves televising sewer mains and laterals in the right-of-way and inspecting all manholes related to project(s). Monitors sewer related construction activities associated with street reconstruction projects and sewer lining projects. Familiar will all safety policies and ensures that staff follow all appropriate policies when assigned to the Sewer Collection Division.Makes daily written reports or verbally communicates with Collection System Lead as needed,advising of the progress and status of the assigned projects. Updates sanitary sewer collection system maps and GIS and assists in preparing budget for the collection system.Monitors materials and supplies associated with the collection system and advises the Collection System Lead when these items need to be ordered. Works closely with Collection System Lead in prioritizing work related to the operation and maintenance of the collection system.This position may be assigned Emergency Call Duty and shall respond to emergencies related to the treatment plant and collection system. When on Call, this position shall also be required work in the plant/lab on the weekend and on any holiday associated with the Call week he/she is assigned.
Requirements of WorkKnowledge of all applicable safety practices, procedures, and regulations, including Confined Space Entry.Ability to understand and follow oral and written instructions including the ability to read instructions for operation of equipment and use of supplies, labels of chemical supplies, and to determine quantity and quality of application of chemicals and set calibration of equipment for application. Strong attention to detail.Ability to work as a team member and maintain effective working relationships with individuals at all levels of the organization.Ability to effectively communicate in a courteous and tactful manner.Ability to effectively lead the work of others and train personnel in the proper job procedures, skills, and methods when needed.Ability to be available and work expanded hours and/or be called in for emergency work with little or no advanced notice and willingness to attend special classes outside of normal work hours.Ability to work independently with minimum of supervision. Ability to operate snow plow trucks and any equipment related to snow removal operations.Knowledge of the mechanical and electrical workings of pumps, lift stations, and Treatment Plant equipment; knowledge of basic inflow and infiltration reduction techniques; good knowledge of the nature and type of chemicals and compounds used in infiltration reduction processs; good knowledge of the processes for lining of sewer mains.Knowledge in the use of related safety equipment. Knowledge in the use of sewer cleaning and inspection equipment. Good knowledge related to sewer repair techniques.Considerable skill in determining the nature and seriousness of system malfunctions and remedial actions; considerable skill in maintaining and repairing equipment used in the pumping of sewage, working skill in directing the work of others; good skill in conducting and recording tests according to established standards.Working skill in reading and interpreting meters, gauges, and charts; working skill in recording readings and preparing reports. SPECIAL REQUIREMENTS: Valid Wisconsin Driver s LicenseShall obtain the following Licenses and Certifications within six (6) months of the first day of employment: - Wisconsin Commercial Driver s License (CDL) - First Aid Certification - Cardio Pulmonary Resuscitation (CPR) CertificationMust obtain Wisconsin DNR Collection System Certification within two (2) years of the first day of employment and maintain this certificationTo be considered a fully Certified Operator and to be classified other than an Operator-in-training, Collection System Operator one must obtain NASSCO certification in the following (and maintain certification in):Pipeline Assessment Certification Program (PACP)Lateral Assessment Certification Program (LACP)Manhole Assessment Certification Program (MACP) Inspector Training Certification Program (ITCP)WORK CONDITIONS AND PHYSICAL REQUIREMENTS:While performing the duties of this job, the employee regularly works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions and vibration. The employee occasionally works near moving mechanical parts, in high, precarious places and is occasionally required to work in areas containing fumes, airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shocks, risk of radiation, and vibration. The employee may occasionally be required to work underground, in a confined space, or with electrical equipment. Will be exposed to sanitary waste regularly. The noise level in the work environment is moderate to loud at times.Must be able to lift and carry up to 80 pounds from floor to waist (the weight of a manhole cover).
