Job Title: Business Intelligence Technical Lead II Location: Madison, WI Duration: 9 months State of Wisconsin Job Description: This position will support the Department of Employee Trust Funds (ETF) with decision-making and program management functions for a large employer-based health insurance program. The position will assist with the operations of the data warehouse, will perform a variety of data analytics, and will develop program reports and dashboards. Specifically, the position will perform a variety of analytics pertaining to population health, cost, utilization, cost/benefit, data quality, financial trends, health plan and provider performance, provider network access, clinical quality performance, and health outcome gaps. In addition, the position will be responsible for working with staff to identify business needs and design, develop and deliver a variety of reports and dashboards to make data available for management of the program. The position will also be responsible for training others on the availability and use of reports and dashboards. This person will work with others to determine business requirements, priorities, define key performance indicators (KPI), and assist with the development of the business intelligence and data warehouse strategy. To succeed in this role, you need a fine eye for detail, experience as a data analyst, and deep understanding of data analysis tools and databases. You should also be an excellent communicator who s able to tell the story behind raw data to non-technical audiences. Essential Duties and Responsibilities:

  • Query multiple, complex databases and systems to produce data sets for review and analysis.
  • Perform a variety of analytics pertaining to population health, cost, utilization, cost/benefit, data quality, financial trends, health plan and provider performance, provider network access, clinical quality performance, and health outcome gaps.
  • Apply critical thinking and problem-solving skills and work collaboratively with stakeholders to develop a variety of standard, ad-hoc and customized reports.
  • Create robust, accurate, and timely analytic reports, scorecards, and dashboards.
  • Apply data analysis and design techniques to organize the presentation of data in effective ways to make it easier to understand, insightful, and actionable.
  • For each analytic or reporting request ask the questions and/or initiate the discussions necessary for clear understanding, by all parties, of the expected deliverable(s).
  • Provide support to users in interpreting and presenting data, including presentation of data to individuals and groups.
  • Document within each report how reports are created, how data is analyzed, and how metrics are defined.
  • Maintain team repository of reusable data formulas, visualization templates, and views.
  • Support the data warehouse in identifying and revising reporting requirements.
  • Support initiatives for data integrity and normalization.
  • Assist in database quality assurance audits and testing.
  • Evaluate changes and updates to source production systems.
  • Analyze data to identify inconsistencies, report them to senior employees and follow through to make sure they are adequately addressed.
  • Proactively identify sources of information either internal or external to enhance the database.
  • Assist in user acceptance testing as needed.
  • Develop and maintain proficiency in healthcare and other related data.
  • Develop and maintain proficiency in the products (software, data) and services.
  • Stay current on new and emerging data management and analytical technologies. Requirements Qualifications:
    • Basic Qualifications: o Bachelor s degree from an accredited college or university required, preferably in an analytical field such as Computer Science, Health Informatics, Statistics or Mathematics, however relevant experience will be considered in lieu of education requirement. o Experience in a healthcare or related environment performing database queries, data analysis, database applications, data flow, and program development and interpretation. o Experience querying relational and/or multi-dimensional databases (DB2, Microsoft SQL Server, Oracle, and MySQL Server). o Demonstrated skill with Microsoft Excel (pivot tables, link workbooks, plug-ins, formulas, etc.) o Working knowledge of statistical methodologies and technical expertise regarding data models, database design development, data mining and data reporting techniques. o Basic knowledge of healthcare claims payment systems, medical terminology and industry-standard reimbursement methodologies. o Strong analytical skills with the ability to collect, organize, analyze and interpret large data into information that is readily interpretable with attention to details and accuracy. o Ability to communicate effectively in writing and verbally with all levels of management, staff and customers. o Demonstrated ability to be self-motivated and self-directed - must be inquisitive and seek answers to complex questions without being prompted. o Ability to manage multiple tasks and ensure timely delivery of analyses and reports. o Demonstrated ability to work with multi-disciplinary groups, including those external to the ETF, and to represent ETF in a professional manner. o Knowledge of Health Insurance Portability and Accountability Act (HIPAA) and information security.
      • Preferred Qualifications: o Basic Qualifications mentioned above. o Master s degree from an accredited college or university preferred, preferably in an analytical field such as Computer Science, Health Informatics, Statistics or Mathematics. o 5+ years work experience in a healthcare or related environment performing database queries, data analysis, database applications, data flow, and program development and interpretation. o Experience with one or more of the following: Experience querying relational and/or multi-dimensional databases (DB2, Microsoft SQL Server, Oracle, and MySQL Server). Experience using query tools (BusinessObjects, Cognos, MS Query or SAS). Knowledge and experience with utilizing data visualization tools such as PowerBI, Tableau or QlikView. o Ability to analyze existing tools and databases and provide software solution recommendations. o Advanced knowledge of healthcare claims payment systems, medical terminology and industry-standard reimbursement methodologies. o Knowledge of clinical analytics (HEDIS/NCQA).
