Project Manager II Madison, WI Long Term Assignment Description The
Project Manager II, working under broad policy guidance of the
Operational Support and Project Management Section Chief, is
responsible for planning, development, implementation and
administration of infrastructure, applications and IT service
development andor support projects that have statewide impact with
customers both within and outside state government. This position
provides project management expertise through all phases of
technical efforts for systems conversion, to include concurrent
contract review, RFP drafting and evaluation, planning, product
implementation and rollout. This role is key in promoting and
adhering to the organization s Project Management rigor, including
communication and management of tasks for all phases of the Project
Lifecycle. This position primarily provides project management,
analysis and design for the development, implementation,
enhancement, and maintenance for business applications and
infrastructure systems projects that support call center services.
In addition, the incumbent works closely with the sponsor of the
projects she is managing. 40 A. Perform project management
functions for business applications, infrastructure, and IT service
development andor support projects. A.1. Manage and lead large and
complex agency and enterprise projects through all stages of the
project life cycle A.2. Establish project objectives, develop
project plans, identify project resources, establish proper project
controls and ensure project schedules are maintained in order to
implement complex projects on time, within budget and with desired
functionality A.3. Obtain concurrence on system design
specifications between DHS and supported agencies. A.4. Coordinate
all development and modification activities among project team
members using techniques like flowcharts and structured
walk-throughs to ensure the quality design of the applications and
its components A.5. Develop project implementation plans, which
include project resources estimates vs. actual expenditure and
target dates A.6. Provide project status and other deliverables at
each stage of a defined project management methodology A.7.
Identify and manage project risks A.8. Negotiate timelines,
products and other project concerns with the top level management
positions. A.9. Oversee completion of tasks and provide project
status reports and performance metrics to management A.10. Ensure
completion of all documentation and review steps 20 B. Perform
Systems analysis and design functions for business applications,
infrastructure, and IT service development andor support projects.
B.1. Meet with management and staff to define, review and determine
feasibility of business requirements in order to establish system
scope, goals, objectives and perform cost benefit analyses B.2.
Ensure systems requirements definition and appropriate designs meet
standards B.3. Obtain projectsystemsubsystems designs
specifications concurrence from DHS and supported agencies B.4.
Coordinate the installation, configuration, and maintenance of
completed systems and conduct system-specific training for prime
users B.5. Analyze resources in terms of overall goals and
objectives of the Division to ensure proper allocation B.6. Perform
complex moduleprocedure design activities for business and
infrastructure applications. B.7. Oversee general and detailed
computer system and subsystem designs. B.8. Coordinate and
participate in the design and review of computer procedures and
modules. B.9. Work with IS staff and customers to ensure
consistency across architectures. B.10. Test computer-based
elements to meet design elements. B.11. Develop and monitor task
estimates and compare to actuals. B.12. Oversee software
development and testing to ensure standards for quality are met.
B.13. Oversee programming modifications andor maintenance to
applications. 20 C. Provide quality assurance, consulting and
support. C.1. Provide consulting and support services to the
department, as well as other agencies when necessary. C.2. Develop
and manage quality control guidelines for applications including
overall deliverables, responsibilities for test planning,
preparation and execution. C.3. Develop and manage quality
assurance guidelines to ensure quality testing occurs before
releasing the application or putting the system into production.
C.4. Coordinate IS staff, agency staff, and private sector contract
IT staff. C.5. Manage stakeholders and stakeholder expectations
C.6. Respond to inquiries andor disputes from stakeholders C.7.
Provide excellent service (internal and external customers) 20 D.
Administer complex vendor contracts which are project related. D.1.
Assist in developing and preparing RFP s, agreements, and contracts
for specific services to be provided to the state D.2. Monitor
contracts to ensure compliance with the requirements of the
contract language and Federal and State laws and regulations D.3.
Review reports and data conduct audits and on-site visits in order
to ensure compliance with the contract requirements D.4.
Effectively manage vendor relationships Knowledge Skills Knowledge
of RFP RFI development and evaluation Knowledge of Customer
Experience (CX) platforms and CX platform conversions. Knowledge of
PMI framework and methodologies. Ability to create Project Charter,
Status Updates and Work Breakdown Structure. Knowledge of meeting
facilitation practices. Knowledge of problem solving and risk
mitigation stratigies. Knowledge of project management
methodologies waterfall and agile. Ability to create and track
project schedules and milestones. Ability to develop and utilize a
Communication Plan. Knowledge of DMS strategies and policies.
Knowledge of LEAN principles. Knowledge of IT security practices.
