      • The client is seeking a Project Manager to perform the role of technical vendor relations manager in the Application Development Team practicing the Agile/Scrum development methodology.
      • The Applications Development Team is responsible for enterprise architecture, development, system testing, analysis, and maintenance of systems that capture and report data. This includes but is not limited to applications that focus on finance, budget, and data collection and reporting applications that satisfy the needs of education systems. These systems require extensive knowledge and experience in developing complex applications, reports, and relational databases.
      • The client is seeking a Vendor Relations Manager technical vendor relations manager with great communication skills. This position will perform system integration quality assurance, business analysis, and communications.
      • This position will serve as a member of the Application Development Team. The Applications Development Team is responsible for enterprise architecture, development, system testing, analysis, and maintenance of systems that capture, interrelate, and report data.
      • This includes but is not limited to applications that focus on finance, budget, and data collection and reporting. These systems require extensive knowledge and experience in developing complex applications, reports, and relational databases.
      • This position is likely to be involved with the maintenance and enhancement of the department's largest and most complex enterprise applications.
      • This person will be a member of a team practicing the Agile/Scrum development methodology. The Applications Development Team is responsible for developing and maintaining a statewide data collection program. The system is responsible for capturing data from public school districts, charter schools, and private choice schools in Wisconsin. The system gathers information needed for state and federal reporting requirements. The system is also a tool that improves the quality of school and educational data. It functions using an application programming interface (API) which creates the interoperability protocol for educational software used by school districts.
      • Data collected via the API is also used to feed other vendor systems which streamline data collections and reduce redundancy. In addition, the system provides the data used by business intelligence and reporting system used for public reporting and by Wisconsin districts and schools.
      • This position is responsible for vendor communications and coordination in order to meet the agency's strategic goals and initiatives, promoting educational data systems interoperability.
      • This position is also responsible for providing systems analysis, research, and documentation, managing vendor certification testing, performing quality assurance, business analysis, and second-level customer services support. This position will be responsible for the following roles and tasks.Responsibilities:
        • Communicate with vendors on software requirements, policies, and data submission
        • Onboard and recruit new vendors in compliance with the E-Fi Integration
        • Track vendor software or training issues impacting Wisconsin schools
        • Monitor data quality and software deficiencies
        • Coordinate and perform vendor certification testing
        • Facilitate vendor and user advisory group meetings
        • Research and answer second-level support tickets related to vendor implementation issues
        • Attend vendor user conferences to present, train, and support systems
        • Coordinate and train vendor training leads
        • Provide documentation on web pages to support vendor system integration needs
        • Collaborates with the Customer Services Team
        • Under the general supervision of the Applications Development Team manager, this person will work closely with others to accomplish project objectives, or function independently to accomplish daily work requirements as a member of the Applications Development Team.
        • Objectives, priorities, and deadlines are established in consultation with the program area leaders, project managers, and the Applications Development Team manager.Required Skills:

            • Professional certification is highly desirable. Project Manager capabilities with 11 or more years of experienceAdditional details:
              • This position is responsible for leading an Applications Development scrum team to execute the delivery of software releases with well-defined software using an agile iterative development process.
              • This position understands and coordinates feature backlog for all releases of the system, and all its dependencies.
              • This person will lead the transition of software features into technical requirements, such as features, epics, and stories following Agile/Scrum-based software development, as well as determine the software release plan and project scope.
