POSITION SUMMARY: The Financial Services unit performs the controllership function for the University of Wisconsin System. This position assists the Assistant Vice President for Financial Administration/UW System Controller in areas of statewide reporting, financial management and budget control of the Universitys financial resources. Under the general supervision of the Assistant Controller, this position monitors the University budgets (housed in the UW Shared Financial System (SFS)) and allotments (maintained in STAR, the States accounting system). This position creates the UW System Administration and Systemwide Redbook budgets. This position is responsible for the transfer of budget authority systemwide as well as between institutions. This position is further responsible for development and maintenance of complex automated financial systems and development of UWSA financial policies and procedures. The performance in this position requires familiarity with all University of Wisconsin and State of Wisconsin fiscal rules, policies and procedures and participation in UW System financial decision making.
MAJOR RESPONSIBILITIES: Major responsibilities of this position include but are not limited to: BUDGET CONTROL AND ACCOUNTING FUNCTIONS OF THE UNIVERSITY OF WISCONSIN SYSTEM

  • Monitor and reconcile allotment authority with an annual budget of $6.3 billion for approximately 85 funds on 40 state appropriations with the State Dept. of Administration Chapter 20 records.
  • Interpret, train and consult institution staff engaged in the maintenance of the institutional Budget control function.
  • Analyze, advise, and monitor institution and systemwide budgets throughout the fiscal year.
    DEVELOPMENT AND MAINTENANCE OF COMPLEX AUTOMATED FINANCIAL SYSTEMS. Lead UWSA SFS combination edit, accounting tree and Department chartfield maintenance. Function as the UWSA SFS site leader by receiving legislative and internal process changes, determining the impact of these changes on accounting coding structure, and adjusting accounting coding accordingly. Develop and maintain internal operating policies and procedures on use of the tree manager, combo edits and Department chartfield maintenance.
    • Monitor institution budget transfers for appropriateness; ensure adherence to budget transfer policies.
    • Initiate and process budget transfers for systemwide or inter-institutional activities.
    • Serve as liaison with WiSYS personnel on budget allocation and transfer matters, advising, consulting and interpreting financial policies and procedures.
      BUDGET ALLOCATIONS AND TRANSFERS BETWEEN INSTITUTIONS, ACTIVITIES AND OR EXPENDITURE CLASSES
      • Monitor institution budget transfers for appropriateness; ensure adherence to budget transfer policies.
      • Initiate and process budget transfers for systemwide or inter-institutional activities.
      • Serve as liaison with WiSYS personnel on budget allocation and transfer matters, advising, consulting and interpreting financial policies and procedures.
        ANALYSIS AND UW SYSTEM REPORTING
        • Analyze and prepare reports for DOA, including the Program Revenue Overdraft Report and the Prompt Payment Report.
        • Create and develop budgetary analysis for the Vice President for Finance, Associate Vice President for Financial Administration, and Assistant Vice President for Financial Administration/Director of Financial Services, as requested.

          MINIMUM QUALIFICATIONS: In order to be considered for this position, a candidate must have:
          • Professional training in accounting or auditing such as that which would be acquired by earning a bachelors degree in accounting or auditing from an accredited post-secondary university or commensurate experience and training.
          • A minimum of two years progressively responsible financial management experience including accounting, financial reporting, and budgeting.
          • Ability to communicate effectively, both orally and in writing, with various levels of University staff and officials.
          • Experience in the interpretation, development, and implementation of complex policies, procedures, and rules relating to accounting and internal controls. Demonstrated experience working in a collaborative team environment.

            PREFERRED QUALIFICATIONS: A well-qualified candidate will also have:
            • Extensive knowledge and experience in financial administration.
            • Knowledge of and ability to use creative problem-solving techniques.
            • Experience maintaining automated accounting systems.

              CONDITIONS OF EMPLOYMENT: This position is a full-time, salaried (exempt) academic staff position. The successful candidates can expect to make between $55,500-$86,466 on an annual basis commensurate with qualifications and experience. UW System employees receive an excellent benefit package.
