Job Description:

This is a professional, fulltime exempt position responsible for the overall administrative oversight, visioning, planning, coordinating and management of Green Lake County Finance Department. - The Finance Director is responsible for county financial management as laid out in Wisconsin State Statutes 59.60 through 59.88. Those responsibilities include but are not limited to accurately recording the revenue and expenditures of all county funds according to generally accepted accounting principles; report the utilization of the revenues and expenditures to the County Board, operational departments, the public and other governmental agencies; assist county in preparing and administering the annual budget; provide financial analysis and advise; calculation of property tax based county revenue such as mill rate; and financial strategic planning. -DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. - These are not to be construed as exclusive or all-inclusive. - Other duties may be required and assigned.

Assists the County Administrator in the development of a county budget as required per Section 65.90 of Wisconsin Statutes including preparing salary and fringe benefit information, preparing budget printouts, assisting departments, proofing and entering department budget information, preparing all non-departmental budgets, and determines estimated fund balances.Acts as financial subject matter expert during budget hearings, County Board meetings, and Committee meeting when budget and/or financial deliberations occur.Completes County apportionment of taxes, and acts as liaison between County and media concerning the budget.
Maintains the central accounting system. Create and maintain County financial policies according to generally accepted accounting practices, statutory financial reporting procedures, and general best practices. Develop and recommend for adoption various financial policies and internal control initiatives that protect county financial interests and prevent opportunities for fraud.
Responsible for filing various State and Federal reports including Form A-State of Wis. Financial Report form, financial report of highway operations-highway annual closing, W-2 forms, Miscellaneous Income form (1099's), 941 s (quarterly), Unemployment Compensation forms (quarterly), annual Retirement Report and annual Life Insurance Report.Work with County Auditors including preparing detail worksheets and analysis of all balance sheet accounts, reconciliation of Federal and State reports as well as preparing the financial statements and Single Audit schedules.Supervise and manages payroll and accounts payable functions.Perform/manage month end and year end accounting procedures including balancing and reconciling all balance sheets.Provide financial reports, analysis and/or advice to County Board Supervisors, Committees, and operational leadership.Plans, develops and assists in implementing projects as needed including subsidiary accounting systems, cash management systems and budgetary policies.Develops and recommends long-range fiscal programs and financial systems; reviews and develops information systems and programs in line with County policy and future needs.Conducts internal audits.Reviews fiscal notes on all resolutions presented to the County Board.Performs duties of County Auditor as prescribed by Wisconsin Statute 59.72.
Attend local, regional, and state meetings, trainings and conferences beneficial to the financial operations of the agency.Perform other duties as assigned by the County Administrator. -QUALIFICATIONS: Bachelor's degree from an accredited college or university in accounting or finance, with seven plus years of related financial management experience in a multi-department public or private organization; or a combination of education and experience leading to a similar capability to head the Finance Department. - Certified Public Accountant or Certified Public Finance Officer is desirable. -Must have a valid Wisconsin Driver's license, proof of insurance that satisfies Green Lake County requirements and a good driving record. -GREEN LAKE COUNTY IS AN EQUAL OPPORTUNITY EMPLOYERAuthorization & Acknowledgment for Employment with Green Lake County
