Serves as Property Assessor responsible for planning and directing the appraisal--of all real and personal property. --Acts as chief custodian of all assessment records and directs activities of City Assessor Division. --Fulfills all duties and responsibilities as set forth in Wisconsin State Statute Chapter 70 and operates within established City policies and procedures.Essential Job FunctionsPrepare, sign, deliver, and defend the annual assessment roll; hold open book sessions, attend Board of Review, defend contested assessments. Act as an expert on behalf of the City to the public and officials regarding assessment valuations.Ensure that all property located within the city corporate limits is uniformly, consistently, and expediently assessed at its respective full value by obtaining information about each property and applying fully accepted assessment methods, techniques and practices in compliance with State Statutes and the Wisconsin's Assessor's Manual.Compiles, audits and publishes personal property valuations and real estate property assessments. --Continually reviews and updates the City's real estate assessment records based on property market trends through the application of accepted assessment methods. Conducts land studies and valuations of residential and commercial property, keeps abreast of current values, construction costs and sales.Acts as chief custodian of all assessment records. --Develops and maintains a thorough record keeping system, including supervising the continuous updating of the records and assessment files.----Reviews all land splits, newly subdivided plats and annexed parcels. --Directs in the set-up of new parcels and the deletion of old parcels no longer on the assessment roll.Reviews changes in land use and makes the appropriate changes in valuation. --Maintains compliance with agricultural use-value guidelines and implements conversion charge information to the County and property owner.Determine and defend tax exempt status of properties. --Maintain data sheets/computer records, maps, real estate transfers, building permits, zoning changes, and other documents having an impact on valuation.Compiles and completes various reports and records, to be submitted to other agencies (State DOR, County governments, etc.) in a timely fashion.--Posts assessments and report to the Department of Revenue all useable and rejected sales information that may be used to determine the annual level of assessment.Requirements of WorkKnowledge of real and personal property assessment, property values, costs, and sales and marketing data, usually acquired through graduation from a technical school or vocational school supplemented by course work in real estate appraisal or assessing and a minimum of five (5) years progressively responsible experience in real estate appraisal or assessing work.Ability to establish and maintain effective working relationships with subordinates, other city staff, elected officials and the public.Ability to supervise and review the work of subordinates. --Requires three (3) years previous supervisory experience.Must possess State of Wisconsin Assessor II Certification and a valid Wisconsin Driver's license.Experience with current CAMA system (MarketDrive), and its use in establishing Sales, Income and Cost Approach to valuation preferred.Knowledge of Wisconsin State Statutes affecting Assessing Office operations with primary focus on Chapter 70 and familiarity with Wisconsin Property Assessment Manual preferred.Knowledge of and experience with various software packages including Microsoft Office Suite (Excel, Word, Access), GIS, and mapping programs.Ability to communicate ideas and information verbally and in writing to provide clear and concise dissemination of information.Ability to organize work assignments of self and others to adhere to deadlines and timeframes.--Other Job FunctionsResponsible for the day-to-day activities within the Assessor's Office. --Plans, organizes, coordinates and directs subordinates. -- Provides appropriate assignment and review of work. --Prepare annual budget for Assessing departmentProvides information and updates to City Council through verbal and written communication.--Works cooperatively with other departments to comply with data requests.--WORK CONDITIONS AND PHYSICAL REQUIREMENTS:Work is generally performed under normal office conditions.Ability to perform light physical tasks under varying weather conditions. --And occasional carrying or lifting of weight up 50 pounds (i.e., moving a box of property files).--
